FROM THE ÜRGÜP MUNICIPALITY
The demolition of 5 reinforced concrete buildings, which were built approximately 30 years ago, located in the Kavaklıönü neighborhood of our district, on parcel 39 in block 10, will be sold via open auction according to Article 45 of the 2886 State Procurement Law, in exchange for the scrap materials.
1- The estimated cost of the scrap material, the temporary guarantee, and the auction time are specified below. The auction will be held in the presence of the Council at the Ürgüp Municipality Service Building via an open auction method.

2- Those who wish to participate in the auction must meet the conditions stated in Article 5 of the 2886 Law. Applicants
may participate through an attorney with a notarized power of attorney. In this case, a notarized copy of the power of attorney and the original signature circular should be submitted to the committee as part of the bidding documents.
3- To participate in the auction, a temporary guarantee based on the estimated value of the scrap material is required, according to Articles 25 and 26 of the 2886 Law. The temporary guarantee must be deposited into the municipality’s account before the auction time (no later than 14:00). Those who fail to deposit the guarantee or who have outstanding debts such as water, property taxes, or other obligations to the municipality will not be allowed to participate in the auction.
4- In order to ensure that the contract is performed in accordance with the terms and conditions of the agreement and specification, a 6% definitive guarantee will be taken from the winning bidder (buyer) before the contract is signed, as per Article 54 of the 2886 Law. If the buyer does not comply with this obligation, the auction will be canceled without the need for protest or judgment, and any temporary guarantee will be forfeited. The definitive guarantee can be replaced with other accepted forms of security. The temporary guarantee will be returned after the contract is signed.
5- Real and legal persons wishing to participate in the auction must submit the following documents and deposit the temporary guarantee:
- Residence certificate, a domestic address for notification in Turkey
- Real persons must provide their Turkish ID number, and legal persons must provide their tax ID number
- Legal entities must submit a certificate of registration from the court or chamber of commerce or similar professional organization in the year of the auction
- For real persons, a document proving registration with the chamber of commerce, industry, or craftsmen’s and tradesmen’s chamber
- In case of a joint venture, documents for each real and legal person forming the joint venture
- A notarized signature circular for the year of the auction
- For real persons, a signature declaration
- For legal persons, notarized signature circular or power of attorney with a notarized signature circular for persons authorized to represent the legal person
- For company applicants, a company charter that includes the partners, shareholding, and responsibilities
- If bidding on behalf of someone, notarized power of attorney and signature circular for the year of the auction
- Temporary guarantee for the job
- A “Site Visit Certificate” issued by the authority, certifying that the job site has been inspected. This document will be signed by the municipal police at the site.
- A commitment that personnel listed below will be employed during the continuation of the work:
1 Construction Engineer (Site Manager)
1 Full-time Occupational Health and Safety Specialist
- A commitment that the applicant will provide the necessary machinery and equipment, whether owned or rented, for the work:
1 Water Tanker
3 Trucks (minimum 8-ton trucks)
6- The VAT applicable at the time of delivery and the stamp duty must also be paid based on the sales price according to the regulations.
7- The Auction Committee is free to decide whether or not to proceed with the auction, providing reasons in the decision. Decisions not to hold the auction cannot be appealed.
8- In case of disputes, the competent authority is the Ürgüp enforcement offices and courts.
The special conditions and file for this auction can be viewed at the Municipality’s Directorate of Correspondence during working hours, and the special conditions can be obtained from the Directorate for a fee of 100.00 TL. Announced on February 2, 2022
