    Urgup Municipality Signboard Regulation

Below is the English translation of the provided text regarding the "Signage and Facade Regulation" to be presented to the Ürgüp Municipality Council members:

    ÜRGÜP MUNICIPALITY
    Signage and Facade Regulation Proposal

With the Signage and Facade Regulation we will present to our council members, we aim to bring order, aesthetics, homogeneity, and proportionality to the center of Ürgüp.

The key points of the Signage and Facade Regulation we will present include the following:

    • Ensuring that the signage of each business is designed in harmony with the rhythms and proportions of the building it is applied to, while maintaining proportionality within its own design (this aspect affects the shape, size, and text size of the signage),
    • Limiting the use of advertising elements such as signs, flags, bollards, mascots, totems, etc., per business (this aims to prevent clutter in public spaces and the encroachment on architectural structures),
    • Ensuring that all advertising elements facing public spaces use an appropriate color and light color palette (this prevents the use of garish, mismatched, or overly colorful LED lighting),
    • Finding aesthetic solutions for encroaching elements on business facades, such as relocating air conditioning units to rear facades (this aims to restore simplicity and architectural features to the structures).

These four main axes demonstrate that the Signage and Facade Regulation intends to address both the signage itself and the facades of businesses. Bringing order to the advertising clutter in Ürgüp will require a multifaceted approach.

The Signage and Facade Regulation will consist of two documents: the official regulation text and an illustrated implementation guide.

The implementation guide will be presented as an explanatory, simplified, and comprehensible version of the regulation tailored for the business owners in our city.

Summary Information of the Regulations to be Prepared:

The business facade consists of specific architectural elements: the storefront, the area around the storefront, signage, shutter system, lighting, etc. These architectural elements reflect the main image, identity, and quality of the business. Intervening in one of these elements affects the aesthetic balance of the entire building structure. For the business facade to harmonize with its surroundings, it must consider the different scales of the city: neighborhood, street, and building scales.

    Neighborhood
The business facade should align with the overall visual character and ambiance of the neighborhood, ensuring continuity with the urban fabric.
Example: If the neighborhood consists of low-rise stone houses, a tall brick-clad building would not be in harmony.

    Street
The character of the street is defined by vertical (based on the width of the parcels) and horizontal (based on floor height) rhythms. The storefront arrangement should align with these rhythms and not disrupt the overall balance.

    Building
The facade of the business should harmonize with the building’s rhythm. In return, the business benefits from the architectural rhythms of the building.
Example: The storefront of the first business is divided to the right and left of the entrance door to align with the window distribution of the upper floors. The facade of the second business consists of a large storefront and a door aligned with the starting and ending points of the upper floor windows.

To ensure that all elements of businesses in Ürgüp harmonize with the architectural environment, the Signage Regulation and Facade Regulation will be prepared.

    1. SIGNAGE REGULATION

    A. General Conditions
Material, font, and color parameters are common to all signage types (e.g., storefront signage, signage between arches, flag signage, etc.). Attention will be paid to quality craftsmanship (details, joints, fine carpentry, etc.), and applications that do not harm the structure will be adopted.

Promotional, announcement, and advertising elements must not obstruct each other’s visibility.

Each business is not required to use all types of signage but may only apply those suitable for its needs.

The basic principles outlined below will be detailed in the regulation.

    Materials
Materials that align with Ürgüp’s urban fabric and are recommended for use include wood, metal, and ceramic groups. Within the metal group, materials such as wrought iron, aluminum, or corten (rusted steel) are acceptable. Within the wood group, materials like pine, walnut, and mulberry are permitted. Variations in wood tone and texture are left to the discretion of the business owner.

Materials that do not align with the town’s fabric and are strictly prohibited belong to the petrochemical group, including plastic, PVC, and composite materials (even those mimicking wood or metal appearances, such as wood-patterned composite cladding, will not be accepted under any circumstances).

    Colors
    Accepted Color Tones:
Examples include terracotta, orange, yellow, brown, dark green, gray, and white tones.
For other colors, they may be used provided their saturation does not exceed 50%, and their lightness falls within 0-30% (toward white) or 70-100% (toward black). It is recommended to consult your advertiser on this matter. A sample color scale will be prepared.

    Unaccepted Color Tones:
Colors with saturation exceeding 50%, as well as bright and fluorescent colors, will be rejected. A sample color scale will be prepared.

    Font Styles
Font styles may include Sans Serif and Serif groups. Script (handwritten) fonts may be used, provided they are highly legible. Combinations of two font types are permitted.

    Examples of Accepted Fonts:
    Sans Serif (non-serif) font examples.

    Examples of Unaccepted Fonts:
Fonts with low legibility will not be accepted.

    Note!
During special occasions such as New Year’s or holidays and their eves, temporary decorative lighting or non-lit decorations and promotions may be used on buildings and businesses for a maximum of 15 days. Flashing lights are permitted during this period.

    B. Positioning

    • Storefront signage (band signage)
    • Signage between arches
    • Flag signage (lantern signage)

Standards for the signage alternatives specified below will be prepared based on the types listed above.

    Signage Alternatives

    • Lettering or paint application on the facade
    • Signage or lettering next to the entrance
    • Application on the awning fabric
    • Window cladding

    Note!
Both band signage and window cladding may be used simultaneously. However, if band signage is present above the storefront, the window cladding must be very subtle to avoid overwhelming the facade.

    2. FACADE REGULATION

If we fail to protect building facades, the use of aesthetic and appropriate signage becomes meaningless. It should not be forgotten that customers first look at the building structure, its facade, and signage before deciding whether to enter the business. Therefore, the regulation will consider the facade and establish aesthetic conditions.

In the regulation, “facade” refers to the visible facade of the business, i.e., the part of the building visible to customers from the street. In contrast, the blind facade of the building may not be aesthetically significant but will be evaluated for functional use (e.g., placement of air conditioning units, garbage containers, etc.).

The basic principles outlined below will be detailed in the regulation.

General Aesthetic Conditions of the Facade:
The basic principles outlined below will be detailed in the regulation.

    Urban Fabric and Building Originality
Promotional applications that disrupt the city’s skyline or hinder the perception of the natural or historical environment are not permitted. Therefore, metal facade claddings will not be used on building facades. Restoring original openings to their former state is important for both the business image and general aesthetics.

Facades must be cleared of inappropriate additions (e.g., billboards, promotional signs, awnings, cables, air conditioners, etc.) that distort the original architecture of the structure, and any additions (e.g., billboards, suitable awnings, concealed installations, etc.) must be made without compromising the architectural character of the building. Signage will not be placed on functional openings (windows, doors).

    Materials
The use of painted or naturally varnished wooden doors and frames, aluminum doors and door frames, aluminum windows, and aluminum-clad accessories is strongly recommended. Whenever possible, PVC frames and door surrounds should be avoided.

    Storefront and Surrounding Area
    A. Shutter Usage
Shutters are used for security purposes, but their aesthetic dimension must not be overlooked. Therefore, the most suitable shutter should be selected and applied, considering the materials and colors of the business facade (e.g., wooden awning, aluminum framing, stone facade, etc.).

According to Ürgüp’s architectural style, the most suitable colors are brown or anthracite tones.

As for materials, semi-transparent or latticed iron shutters are recommended to keep storefronts and lighting visible at night, enlivening the street. Fully opaque, garage-style shutters are not recommended.

    Air Conditioning Unit Placement Rules
Air conditioning units should be installed on blind facades whenever possible. To prevent visual pollution, covers should be placed over the units. The color of the covers should match the facade. Air conditioning units must be at least 230 cm above the ground. In spaces where the required height cannot be achieved, they should be placed at the highest possible position.

    Awning Usage Rules
Awnings may be installed in areas without arches or overhangs.

    • The part of the awning fixed to the facade must not exceed the floor trim of the ground floor.
    • The awning may extend a maximum of 3 meters from the facade, with a minimum height of 2.5 meters under the overhang and a maximum overhang height of 0.5 meters.
    • The main color of the awning and the text color on it must be in harmony with the surroundings and not disrupt the environment.

    Facade Lighting
Lighting elements fixed to the facade are divided into two types: top-down and bottom-up:

    • For top-down lighting, the angle of the light may extend a maximum of 50 cm from the point where it reaches the ground. This distance is not required in cases where the light reaches other structures or disrupts their lighting systems; in such cases, a lower distance must be ensured.
    • For bottom-up lighting, it must be ensured that the light does not reach other buildings or interfere with their systems.

Details of other types of signage and advertisements will also be included in the regulation:

    • Rooftop advertisements
    • Sidewalk and roadside advertisements
    • Totem-style signage
