ANNOUNCEMENT
FROM ÜRGÜP MUNICIPALITY
ARTICLE-1) SUBJECT AND QUANTITY OF THE TENDER:
The immovable properties located in the Cumhuriyet, Temenni, Bahçelievler, and Duayeri neighborhoods of our district, with the plot, block, parcel numbers, estimated monthly rental fees, and temporary guarantees specified below, as well as electric vehicle charging stations with their capacities and locations indicated, are put out to tender for a 3-year lease period through an open auction method in accordance with Article 45 of Law No. 2886 and the provisions of the special specifications.
ARTICLE-2) TENDER LOCATION, DATE, AND TIME
Tender Location: The tender will be held in the Ürgüp Municipality Council Hall in the presence of the Municipal Council.
Tender Date: 22.10.2024
Tender Time: Starting from 14:30 with 10-minute intervals
Tender Method: Open auction method pursuant to Article 45 of the State Tender Law No. 2886
ARTICLE-3) CONDITIONS FOR PARTICIPATION IN THE TENDER:
The following information and documents are required from participants wishing to join the tender:
a) Being a citizen of the Republic of Turkey,
b) Declaration of an address for notification, along with a phone number and, if available, a fax number and email address for contact.
c) In the case of a legal entity, a document proving that the legal entity is registered, obtained from the Chamber of Commerce and Industry where it is registered or from the place where its administrative center is located.
d) If the participants form a joint venture, each real and legal person forming the joint venture must separately provide the documents specified in items (a) and (b).
e) For legal entities participating in the tender, a notarized signature circular.
f) For those participating by proxy, a notarized power of attorney, signature circular, and the notarized signature circular of the principal bidder.
g) A receipt proving the purchase of the tender specifications,
h) A document proving no debts to the Social Security Institution (SGK) or tax authorities, obtained no more than 15 days before the tender date.
i) Criminal Record Certificate
j) "Charging Network Operator License" in the field of electric charging stations.
ARTICLE-4) THOSE WHO CANNOT PARTICIPATE IN THE TENDER:
a) Persons specified in paragraphs a, b, and c of the first paragraph of Article 6 of Law No. 2886, as well as those banned temporarily or permanently from participating in public tenders under this law or other laws, cannot participate in the tender. If such persons participate and win the tender despite the prohibition, their tender will be canceled, and their deposited guarantee will be recorded as revenue.
b) Those who do not deposit the temporary guarantee and real or legal persons, including partners, managers, and board members of legal entities, who have debts to our municipality such as water, property tax, environmental tax, other taxes, official fees, or rental fees, cannot participate in the tender unless they provide a document from the Municipal Financial Services Directorate proving they have paid their debts. Even if they participate and win the tender, it will be canceled.
c) Participants must submit a criminal record certificate obtained from the Public Prosecutor’s Office within the tender month. Those with a criminal record, except for negligent offenses, cannot participate in the tender.
ARTICLE-5) ESTIMATED PRICE, TEMPORARY GUARANTEE, AND RENT PAYMENTS:
The rental fees for the immovable properties and charging stations will commence following the approval of the tender. Rental fees will be paid monthly in advance. In case of delay (non-payment), the rental fees will be collected with a daily late payment penalty determined under Article 51 of Law No. 6183, and the tender will be unilaterally terminated.
For the years following the first year, the rental fees for the immovable properties and charging stations will be determined and collected with an increase based on the revaluation rate set by the Ministry of Finance each year.
Those wishing to deposit the temporary guarantee in cash instead of a bank guarantee letter must deposit the temporary guarantees specified below at the municipal cashier by no later than 12:00 before the tender time.
Those who do not deposit the temporary guarantees for the immovable properties and charging stations specified below or who have debts to our municipality such as water, property tax, environmental tax, etc., cannot participate in the tender.

ARTICLE-6) IMPLEMENTATION OF THE WORK:
- All operating expenses such as electricity, water, natural gas, and fire safety measures for the leased immovable properties and charging stations will be borne by the tenant.
- All cabling and construction work necessary for the installation of the stations will be carried out by the tenant under the supervision of the Building Works and Technical Department, with all installation costs borne by the tenant. (Applicable to Electric Vehicle Charging Stations.)
- If the leased property is a building, the tenant must take all precautions against dangers such as sabotage or fire, perform repairs such as painting or plastering in accordance with the building’s general appearance and harmony when necessary, and if it is land or a plot, take measures to prevent depreciation, damage to its character, or reduction in its productivity. The tenant must compensate the administration for any damage or loss caused by negligence, carelessness, or fault. (Applicable to Electric Vehicle Charging Stations.)
- The tenant is fully responsible for any accidents, fires, loss of life, or property damage that may occur at the leased charging station locations. (Applicable to Electric Vehicle Charging Stations.)
- The tenant must have a "Charging Network Operator License" in the field of electric charging stations. (Applicable to Electric Vehicle Charging Stations.)
- The power level of the (AC) charging station must be adjustable between 11-22 kW during installation. Through its software, it must be capable of power balancing and distributing available power to devices based on the location’s existing capacity. (Applicable to Electric Vehicle Charging Stations.)
- The (AC) charging station must have an ingress protection rating of IP 56 and an impact protection rating of IK08, suitable for indoor and outdoor use. (Applicable to Electric Vehicle Charging Stations.)
- The (AC) charging station must comply with the IEC 61851-1 standard (upgradable to ISO 15118). (Applicable to Electric Vehicle Charging Stations.)
- The (DC) charging station must have IEC Class-1 protection level. (Applicable to Electric Vehicle Charging Stations.)
- The (DC) charging station must feature a 7” TFT LCD color screen. (Applicable to Electric Vehicle Charging Stations.)
- The (DC) charging station must meet IEC 61851-1, IEC 61851-23, EMI/EMC IEC 61851-21-2 safety standards. (Applicable to Electric Vehicle Charging Stations.)
- The tenant must obtain All Risk Insurance for 36 months until the end of the work. (Applicable to Electric Vehicle Charging Stations.)
ARTICLE-7) MUNICIPALITY’S RIGHT OF USE:
- The real or legal person winning the tender cannot transfer it to another person without the municipality’s permission. Any transfer will be subject to the administration’s authority.
- All legal expenses such as advertisements, taxes, fees, duties, and notarized rental agreements related to this tender will be borne by the tenant.
- The tender commission is free to decide whether to proceed with the tender, stating its reasons in the decision. No objections can be raised against the commission’s decision not to proceed with the tender.
- Provisions of the State Tender Law No. 2886 will apply to matters not specified in these specifications.
ARTICLE-8) RESOLUTION OF DISPUTES:
In case of any dispute, the Ürgüp Courts and Enforcement Offices will have jurisdiction. It is hereby announced that the special tender specification file can be viewed at the Municipal Correspondence Directorate during working hours every day and purchased for 500.00 TL. 24.09.2024
