     TURKEY

    SUSTAINABLE CITIES PROJECT II - ADDITIONAL FINANCING

     Job Title: Urgup Municipality Solar Power Plant (SPP) Project Construction Supervision Consultancy Service

     1. ILBANK (hereinafter referred to as the “Borrower”) has secured financing (hereinafter referred to as the “Loan”) from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) to cover the expenditures under the Sustainable Cities Project II - Additional Financing (SCP II-AF) and will utilize part of the Loan through a Sub-Loan to Urgup Municipality (hereinafter referred to as the Employer) for the payments under the contract “Urgup Municipality Solar Power Plant (SPP) Project Construction Supervision Consultancy Services”.

     2. The Consultancy Services will cover the review (monitoring) of the current project design and construction supervision for the Urgup Municipality Solar Power Plant (hereinafter referred to as “Services”).

     4.Urgup Municipality invites suitable consulting firms (“Consultants”) to submit expressions of interest to provide the Services. Interested consultants should provide information demonstrating that they have the necessary qualifications and experience to perform the Services.

     5. If a consulting firm considers itself fully qualified to perform the Engagements on its own, it may submit its expression of interest on its own, as consultants are not obliged to partner with any other firm(s), foreign or local. Alternatively, if the consultants choose to form partnerships in order to enhance their qualifications and capabilities for the assignments, such partnerships may take the form of a Joint Venture (i.e. all members of the joint venture will be jointly and severally liable) and/or Sub-Consultants (i.e. the Consultant will be responsible for the services of the sub-consultant).  In the case of an association, the Consultants must clearly indicate in their Expression of Interest (a) the rationale for the formation of the association and (b) the envisaged role and relevant qualifications of each member of the Joint Venture and/or each sub-consultant to perform the assignment in order to justify the proposed inclusion of the members of the Joint Venture and/or sub-consultants in the association. Failure to make the above clarification in the Expression of Interest may risk the Joint Venture not being included in the list. It should be recalled that only the qualifications of the members of the Joint Venture will be taken into account in the evaluation of expressions of interest for the purpose of listing, and not the qualifications of the proposed sub-advisers.

     6. The criteria for the list are as follows:

    General Experience:

              i.            At least 10 (ten) years of general experience in Consulting Services as a core activity as of the deadline for submission of Expressions of Interest,

           ii.            Successfully completed projects financed by International Financial Institutions (IFIs) within the last 10 (ten) years from the deadline for submission of Expressions of Interest, preferably financed by the World Bank,

     Special Experience

             i.            Experience of consulting services - preferably in the renewable energy sector - similar in size, similarity and complexity to the services required in the last 10 years,

           ii.            Experience in the region (Turkey) and knowledge of local standards and regulations,

     Management and Staff Capacity:

              i.            The Consultants must demonstrate that key experts are available and/or have access to key experts to perform the services described in the ToR,

           ii.            The Consultants should demonstrate that they have adequate administrative and financial capacity for the provision of services.

     7. To demonstrate their qualifications and experience in meeting the above listing/selection criteria, Consultants are required to submit at least the supporting documents listed below.  A consultant firm may only use its own qualifications and experience and not those of its parent company, sister company, subsidiaries or employees.

    (i) Company incorporation/trade/registration documents issued by the relevant governmental authority of the country where the company is located.

    (ii) Company booklet containing the main business areas of the firm; and

    (iii) Form-1 (attached to this Expression of Interest) completed to provide information on similar contracts. Contracts presented in this table should include the name and reference number of the contract, a brief description of the scope of the contract, the contract amount, the contract period, the name of the employer and the country where the assignment is performed, and the role of the Consultant in the contract.
