FROM ÜRGÜP MUNICIPALITY

The 30-year concession rights for the “T” Plates, detailed below, to operate at taxi stands within the Ürgüp Municipality boundaries will be tendered separately through an open bidding process in accordance with Article 45 of the State Procurement Law No. 2886, based on Article 15 of the Municipal Law No. 5393 and the Ürgüp Municipal Council’s decision dated February 3, 2023, numbered 2023/17.

2- Submission of a temporary deposit is mandatory in accordance with the provisions of Law No. 2886. The temporary deposit, calculated as 3% of the estimated value of one “T” Plate sale, can be paid up to 30 minutes before the tender time. Pursuant to Article 26 of the State Procurement Law No. 2886, any bank guarantee letter must be indefinite. Bidders who do not win a tender may use their temporary deposit receipt to participate in other “T” Plate tenders held on the same day.

3- Only natural persons may participate in the tender. Bidders or their proxies are required to attend the tender in person.

4- Those who win the “T” Plate sale tender must pay half of the tender amount within 15 days (including the notification date) from the date the tender is finalized and notified to them, and the remaining amount within the following 45 days to our municipality.

5- All expenses related to “T” Plate registration, etc., shall be borne by the contractor.

6- If the tender amount is not paid within the specified period, the tender will be canceled, and the temporary deposit will be recorded as municipal revenue.

7- Documents Required from Those Wishing to Participate in the Tender:

• Copy of Identity Card
• Certified document stating no debt to the municipality
• Receipt proving the temporary deposit or bank guarantee letter (Original)
• Receipt for the purchase of tender documents (Original)
• Copy of driver’s license (Minimum Class B license required)
• Undertaking from those without chamber or tax registration
• Registration documents from those with chamber and tax registration
• Address Declaration
• Criminal Record
• Notarized signature declaration (Original)
• Notarized power of attorney if participating by proxy (Original)
• Criminal record from the Public Prosecutor’s Office (Those convicted of disgraceful crimes cannot participate in the tender)

8- The “Commercial Vehicle Allocation Certificate” will be issued within 10 days after the contractor submits the receipt proving payment of the tender amount and VAT to the Ürgüp Municipality Financial Services Directorate cashier.

9- After obtaining the Commercial Vehicle Allocation Certificate, the traffic registration of the “T” Plate must be completed within 4 months with a vehicle no older than 5 years (having passed TÜVTÜRK inspection), and the Vehicle Registration Certificate must be submitted to Ürgüp Municipality. Failure to complete the necessary vehicle registration procedures within this period and submit the Vehicle Registration Certificate to Ürgüp Municipality will result in the cancellation of the contractor’s right to obtain the “T” Plate, and the deposit will be recorded as revenue.

10- The contractor shall use the “T” Plate taxi, for which they have obtained concession rights, only in connection with the taxi stand specified in the tender. If the taxi operates in any location other than the designated stand, the concession rights will be terminated.

11- All expenses such as VAT, taxes, duties, and fees related to the tender shall be borne by the contractor.

12- The tender commission is free to decide whether or not to proceed with the tender, provided the reason is stated in the decision. The commission’s decision not to hold the tender cannot be appealed.

13- In case of any dispute, the Ürgüp Courts and Enforcement Offices shall have jurisdiction.
